Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the Department of Health (DOH) will hold a public hearing to consider the proposed adoption of Hawaii Administrative Rules (HAR) Title 11, Chapter 148.1, "Certification of Adult Foster Homes."
The proposed HAR Title 11 Chapter 148.1, “Certification of Adult Foster Homes,” establishes minimum standards and requirements for the certification of adult foster homes for adults with intellectual or developmental disabilities designed to protect the health, safety, welfare, and civil rights of the residents. The Department of Health is authorized to certify adult foster homes for individuals with intellectual or developmental disabilities requiring care beyond the individual’s eighteenth birthday. “Adult foster home” means a private family home providing care on a twenty-four hour basis to adults with intellectual or developmental disabilities.
A public hearing will be held at the following date, time, and location:

All interested person are invited to attend the hearing and shall be afforded the opportunity to submit testimony, orally or in writing, on the proposed administrative rules at the time of the public hearing. Oral testimony shall be limited to three (3) minutes per testifier.
Residents of Hawaii, Kauai, and Maui Counties who wish to present oral testimony may attend the hearing via videoconferencing at the following locations on November 21, 2019, 10:00 a.m. to 12 noon, at:

Any person requiring a special accommodation (i.e. sign language interpreter, large print, taped materials) at the public hearing shall file a request with the DOH by email at DOH.DDDOCBAFH@doh.hawaii.gov or by calling (808) 453-6295, at least ten (10) business days before the scheduled public hearing.
