NOTICE OF PUBLIC HEARING

APPLICATION OF HAWAIIAN ELECTRIC COMPANY, INC.
FOR APPROVAL TO CONSTRUCT OVERHEAD TRANSMISSION LINES

Docket No. 2018-0064

The STATE OF HAWAII PUBLIC UTILITIES COMMISSION (“commission”), pursuant to Hawaii Revised Statutes §§ 269-27.5 and 269-27.6(a), HEREBY GIVES NOTICE that it will hold a public hearing relating to the Application of HAWAIIAN ELECTRIC COMPANY, INC. (“HECO”), filed on March 20, 2018, for commission approval to construct 46 kilovolt (“kV”) transmission lines above ground, along Kamehameha Highway, and spanning Heeia Stream on the windward side of Oahu (the “Project”).

The public hearing will be held as follows:

During routine inspections, HECO discovered four wood utility poles carrying the Koolau-Kaneohe 46 kV (“Kaneohe 46 kV”) and Waihee 4 12 kV (“Waihee 4”) overhead lines are highly degraded due to termite damage and rot. The Kaneohe
46 kV and Waihee 4 overhead lines serve HECO customers on the windward side of Oahu north of the Koolau and Kaneohe substations. Failure of these poles would impact electric service reliability, as well as pose a potential environmental risk to the surrounding wetland.

To address this situation, HECO will (1) install two new 100-foot (80-foot above ground height) steel poles, poles P56 and P61, with 20-foot deep concrete foundations that will be located on the banks of Heeia Stream and will support the 46 kV and 12 kV overhead lines that will span over the stream; (2) install six anchors; (3) install two wood poles that will replace the existing wood poles P55 and P63; (4) install 1,476 feet of replacement conductor, of which 1,046 feet will span across Heeia Stream; and (5) remove the existing 46 kV/12 kV conductors and supporting assets from seven wood poles (P56 to P62).

The two new steel poles will be approximately 27 feet higher than the existing wood poles. The two new wood poles will be approximately 36 and 31 feet higher than the existing wood poles. The Project’s estimated cost is $3.6 million, and HECO intends to place this Project in service in January 2020, with construction expected to commence in August 2019.
