TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2018-3 TO AMEND SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XIII OF SECTION 15-11.2(c) ESTABLISHING YIELD RIGHT-OF-WAY; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVI OF SECTION 15-16.1 ESTABLISHING TIME LIMIT PARKING; SCHEDULE XXVII OF SECTION 15-17.1 ESTABLISHING CROSSWALKS; SCHEDULE XXX OF SECTION 15-22.1(a) ESTABLISHING PARKING METER ZONES; SCHEDULE XXXIV OF SECTION 15-18.3(c) ESTABLISHING BICYCLE LANES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:
“Kalaeloa Blvd., between the H-1 Freeway and the railroad tracks (City-owned portion).”
“Koakoa St., for its entire length.”
“Kuanoo St., for its entire length (City-owned portion).”
“Kuupau St., for its entire length.”
“Luakalai St., for its enire length.”
“Mokulele Dr., for its entire length.”
“Noonoo St., for its entire length.”
“Waiawi St., for its entire length.”
b. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns by adding thereto the following items:
“Kalaeloa Blvd. No “U” turn from Kalaeloa Blvd. at Kapolei Parkway from south bound to north bound direction.”
“Kalaeloa Blvd. No “U” turn from Kalaeloa Blvd. at the railroad tracks from north bound to south bound direction.”
c. By amending Schedule XIII of Sec. 15-11.2(c) by adding thereto the following items:
“Kalaeloa Blvd-Kapolei Parkway. Traffic on Kalaeloa Blvd. making a right turn into Kapolei Parkway in the eastern direction shall yield the right-of-way to traffic on Kapolei Parkway.”
“Kalaeloa Blvd-Kapolei Parkway. Traffic on Kalaeloa Blvd. making a right turn into Kapolei Parkway in the western direction shall yield the right-of-way to traffic on Kapolei Parkway.”
d. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections in the following particulars:
1. By adding thereto the following items:
“Koakoa St-Kukulu St. Traffic on Koakoa St. shall stop before entering Kukulu St.”
“Koakoa St-Luakalai St. Traffic on Koakoa St. shall stop before entering Luakalai St.”
“Kuanoo Pl-Kuanoo St. Traffic on Kuanoo Pl. shall stop before entering Kuanoo St.”
“Kuupau St-Kukulu St. Traffic on Kuupau St. shall stop before entering Kukulu St.”
“Kuupau St-Luakalai St. Traffic on Kuupau St. shall stop before entering Luakalai St.”
“Luakalai St-Kunehi St. Traffic on Luakalai St. shall stop before entering Kunehi St.”
“Noonoo St-Kuanoo St. Traffic on Noonoo St. shall stop before entering Kuanoo St.”
“Pua Makahala St-Pua Alowalo St. Traffic on Pua Makahala St. shall stop before entering Pua Alowalo St.”
“Waiawi St-Waiawi St. Traffic on Waiawi St. shall stop before entering Waiawi St.”
e. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
“Ahekolo St., makai side, distance 35′ Koko Head direction from the Koko Head curb prolongation of Booth Rd.”
“Booth Rd., Koko Head side, makai (odd-numbered) side, from a point 41′ Koko Head of the Koko Head curb prolongation of Kapalu St. to Ahekolo St.”
“Kalaeloa Blvd., both sides, between the H-1 Freeway and the railroad tracks (City-owned portion).”
“Koakoa St., eastern side, distance 235′ northerly direction from a point 215′ north of the northern curb prolongation of Kukulu St.”
“Koakoa St., western side, distance 260′ southerly direction from a point 190′ south of the southern curb prolongation of Luakalai St.”
“Kuanoo Pl., western side, for its entire length and including its turnaround area.”
“Kuanoo St., northern side, between Kuanoo Pl. and Noonoo St.”
“Kuanoo St., southern side, for its entire length (City-owned portion).”
“Kuupau St., eastern side, distance 230′ northerly direction from a point 220′ north of the northern curb prolongation of Kukulu St.”
“Kuupau St., western side, distance 265′ southerly direction from a point 185′ south of the sourthern curb prolongation of Luakalai St.”
“Luakalai St., southern side, between Kunehi and Kuehu Sts.”
“Luakalai St., within its turnaround area.”
“Luakalai St., northern side, distance 285′ westerly direction from a point 115′ west of the western curb prolongation of Kuupau St.”
“Noonoo St., both sides, for its entire length.”
2. By amending thereto the following item:
Salt Lake Blvd., mauka side, between Luapele Dr. and Lawehana St.; to read:
“Salt Lake Blvd., mauka side, from a point 285′ Ewa of the Ewa curb prolongation of Pakini St. to Luapele Dr.”
3. By deleting therefrom the following items:
“Ala Napunani St., Ewa side, distance approximately 35′ mauka direction from a point 175′ mauka of the mauka curb prolongation of Ala Poha Pl.”
“Salt Lake Blvd., mauka side, distance 100′ Koko Head direction from Koko Head curb prolongation of Pakini St.”
f. By amending Schedule XXIV of Sec. 15-15.1(d) establishing curb loading zones by amending thereto subsection (b) freight loading zones the following item:
Pacific Hgts Rd., Koko Head side, 35′ makai direction from a point 17′ makai of the makai curb prolongation of Kaloko Ln., Monday to Saturday, 7:00 a.m. to 4:00 p.m. except State holidays; to read:
“Pacific Hgts. Rd., Koko Head side, distance 35′ makai direction from a point 17′ makai of the makai curb prolongation of Kaloko Ln., 24 hrs., no exceptions.”
g. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops in the following particulars:
1. By adding thereto the following item:
“Makakilo Dr., western side, distance 140′ northerly direction from the northern curb prolongation of Palailai St.”
2. By deleting therefrom the following item:
“Makakilo Dr., Waianae side, distance 150′ makai direction from a point 52′ makai of the makai curb prolongation of Palailai St.”
h. By amending Schedule XXVI of Sec. 15-16.1 establishing time limit parking in the following particulars:
1. By adding thereto the following item:
“Kinalau Pl., (2 hrs.) mauka side, between Ward Ave. and its terminus, 7:00 a.m. to 6:00 p.m., Monday to Friday except Saturdays, Sundays and State Holidays.”
2. By deleting therefrom the following item:
“Alapai St., (2 hrs.) Koko Head side, between Beretania and Kinau Sts., Monday to Saturday 7:00 a.m. to 6:00 p.m. except Sundays and State Holidays.”
i. By amending Schedule XXVII of Sec. 15-17.1 establishing crosswalks by adding thereto the following item:
“Kunehi St., 10′ wide, 495′ north of the northern curb prolongation of Kakala St.”
j. By amending Schedule XXX of Sec. 15-22.1(a) establishing parking meter zones by deleting therefrom the following item:
“Alapai St., Koko Head side, between Beretania and Kinau Sts.”
k. By amending Schedule XXXIV of Sec. 15-18.3(c) establishing bicycle lanes by adding thereto the following items:
“Alapai St., Koko Head side, between Kinau and S. Beretania Sts.”
“Lusitana St., makai side, between Vineyard Blvd. and Alapai St.”
“Lusitana St., mauka side, between Lunalilo St. and a point approximately 230′ Ewa of the Ewa curb prolongation of Lauhala St.”
“Salt Lake Blvd., mauka side, between Maluna and Lawehana Sts.”
l. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following items:
“Hanakahi St., 4 anti-speed humps from the eastern curb prolongation of Ft. Weaver Rd. along the centerline of Hanakahi St. in the eastern direction.

“Kahala Ave. Bridge, between Kealaolu Ave. and the Waialae Country Club, shall have a weight limit of 33 tons.”
“Kuanoo Pl., for its entire length, the speed limit shall be 20 m.p.h.”
“Malia St. Bridge, between Kilauea Ave. and Hoakoa Pl., shall have a weight limit of 21 tons.”
“Naio St. Bridge, between Hala Dr. and Houghtailing St., shall have a weight limit of 23 tons.”
“Nuuanu Pali Dr. Bridge, at Poli Hiwa Pl., shall have a weight limit of 23 tons.”`
“Palolo Ave. Bridge, at Carlos Long St., shall have a weight limit of 13 tons.”
“10th Ave. Bridge, at Makanui Pl., shall have a weight limit of 13 tons.”
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
