TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2017-7 TO AMEND SCHEDULE I OF SECTION 15-6.2(a) ESTABLISHING TRAFFIC SIGNALS (CITY); SCHEDULE III OF SECTION 15-6.3 ESTABLISHING RIGHT/LEFT TURNS ON RED; SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE VII OF SECTION 15-7.2(d) ESTABLISHING SPEED LIMIT–35 MPH; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XVII OF SECTION 15-13.9(a)(4) ESTABLISHING TOW ZONES–AM PEAK; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXXII OF SECTION 15-6.7(c) ESTABLISHING TWO-WAY LEFT TURN LANES; SCHEDULE XXXIV OF SECTION 15-18.3(c) ESTABLISHING BICYCLE LANES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELLANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule I of Sec. 15-6.2(a) establishing traffic signals (City) by adding thereto the following items:
"Farrington Hwy-Kealanani Ave."
"Hookelewaa St-Meheula Parkway."
b. By amending Schedule III of Sec. 15-6.3 establishing right/left turn on red by adding thereto the following item:
"Ainamakua-Meheula: No right turn from Ainamakua Dr. into Meheula Parkway in the southerly direction except from the right lane after stop."
c. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following item:
"Kukulu St., for its entire length (city-owned portion)."
d. By amending Schedule VII of Sec. 15-7.2(d) establishing speed limit–35 mph by amending thereto the following item:
Farrington Hwy., between Fort Weaver Rd. (old) and Makakilo Dr./Barbers Point Access Rd; to read:
"Farrington Hwy. (City-owned portion), between Old Fort Weaver Rd. and Makakilo Dr./Fort Barrette Rd."
e. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections by adding thereto the following items:
"Hookelewaa St-Kipapa Dr. Traffic on Hookelewaa St. shall stop before entering Kipapa Dr."
"Manawai St-Kukulu St. Traffic on Manawai St. shall stop before entering Kukulu St."
"Niumaloo Pl. (private)-Waialua Beach Rd. Traffic on Niumaloo Pl. (private) shall stop before entering Waialua Beach Rd."
"Nowela Pl-Oneawa St. Traffic on Nowela Pl. shall stop before entering Oneawa St."
"Oneawa Pl-Oneawa St. Traffic on Oneawa Pl. shall stop before entering Oneawa St."
f. By amending Schedule XVII of Sec. 15-13.9(a)(4) establishing tow zones–AM Peak by adding thereto the following item:
"Hookelewaa St., southern side, distance 150′ westerly direction from a point 90′ west of the western curb prolongation of Meheula Parkway."
g. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
"Kalaka Pl., eastern side, distance 45′ northerly direction from the northern curb prolongation of N. Kalaheo Ave."
"Kukulu St., southern side, distance 150′ easterly direction from a point 55′ west of the western curb prolongation of Manawai St."
"Luluku Rd., western side, distance 36′ southerly direction from a point 410′ south of the southern curb prolongation of Lohiehu St., 6:00 to 9:00 a.m., Wednesdays and Saturdays only."
"Luluku Rd., eastern side, distance 31′ northerly direction from a point 445′ south of the southern curb prolongation of Lohiehu St., 6:00 to 9:00 a.m., Wednesdays and Saturdays only."
"Nowela Pl., northern side, distance 60′ westerly direction from the western curb prolongation of Oneawa St."
"Nowela Pl., southern side, distance 45′ westerly direction from the western curb prolongation of Oneawa St."
"Nowela Pl., within its turnaround area."
2. By amending thereto the following items:
Farrington Hwy., both sides, between Makakilo Dr./Barbers Point Access Rd. and Kamokila Blvd.; to read:
"Farrington Hwy. (City-owned portion), both sides, between Kamokila Blvd. and a point 400′ north of the northern curb prolongation of Kapolei Golf Course Rd."
Oneawa Pl., Lanikai side, entire length; to read:
"Oneawa Pl., southern side, for its entire length and including its turnaround area."
3. By deleting therefrom the following item:
"Hookelewaa St., makai side, distance 150′ Wahiawa direction from a point 90′ Wahiawa of the Wahiawa curb prolongation of Meheula Parkway, 6:30-8:30 a.m. except Saturdays, Sundays and State holidays."
h. By amending Schedule XXIV of Sec. 15-15.1(d) establishing curb loading zones by amending thereto subsection (a) passenger loading zone the following item:
Hassinger St., mauka side, distance 89′ Ewa direction from a point 120′ Ewa of the Ewa curb prolongation of Piikoi St., 6:30 to 8:00 a.m. and 2:00 to 5:00 p.m. school days; to read:
"Hassinger St., mauka side, distance 22′ Ewa direction from a point 187′ Ewa of the Ewa curb prolongation of Piikoi St."
i. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops by adding thereto the following items:
"Lanikuhana Ave., northern side, distance 150′ easterly direction from a point 165′ east of the eastern curb prolongation of Kamehameha Hwy."
"Lanikuhana Ave., southern side, distance 150′ easterly direction from a point 125′ east of the eastern curb prolongation of Kamehameha Hwy."
"Lumiana St., western side, distance 100′ southerly direction from a point 510′ south of the southern curb prolongation of Laukea St."
j. By amending Schedule XXXII of Sec. 15-6.7(c) establishing two-way left turn lanes by adding thereto the following item:
"Kaonohi St., from a point 590′ mauka of the mauka curb prolongation of Ualo St. to a point approximately 880′ mauka of the mauka curb prolongation of Puaalii St."
k. By amending Schedule XXXIV of Sec. 15-18.3(c) establishing bicycle lanes by adding thereto the following item:
"Kaonohi St., both sides, between Ualo St. and a point approximately 1230′ mauka of the mauka curb prolongation of Puaalii St."
l. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following item:
"Kaonohi St., mauka bound traffic in the Ewa most lane must turn left at driveway (98-288 Kaonohi St.) at Ualo St."
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
