NOTICE OF PUBLIC HEARING
DEPARTMENT OF HEALTH
STATE OF HAWAII
DOCKET NUMBER R-11-178-18

Pursuant to sections 91-3 and 92-41, Hawaii Revised Statutes (HRS), notice is hereby given that the State of Hawaii, Department of Health (DOH), will hold a public hearing on the proposed rule adoption of Chapter 11-178, Hawaii Administrative Rules (HAR), entitled “Clean and Sober Homes Registry.”

The new rules establish minimum standards and requirements to become a certified, registered clean and sober home in good standing. The Clean and Sober Homes Registry is designed to assist persons in recovery and the general public to make more informed decisions about potential clean and sober homes. The proposed rules will include the following: purpose and scope, definitions, terms of application, terms of certificate of registration, issuance, certification of registration, renewal, inspection, and complaints. Section §321-193.7, HRS, requires the Department of Health to issue administrative rules.

Date: Friday, December 14, 2018: Oahu
Place: Hawaii Department of Health, 1250 Punchbowl St. Honolulu, HI, Board Room, 1st Floor
Time: 1:00 – 3:00 p.m.

PUBLIC TESTIMONY

All interested persons shall be afforded the opportunity to submit testimony, orally or in writing, on the proposed administrative rules at the time of the public hearing. Persons who are not able to attend the public hearing may submit written testimony to the DOH by mail to the Alcohol and Drug Abuse Division, 601 Kamokila Boulevard, Room 360, Kapolei, Hawaii 96707 or by email at Sharyn.ganigan@doh.hawaii.gov. All testimony shall be received no later than December 19, 2018, at 4:00 p.m. Hawaii Standard Time.

On the internet, free of charge, at the Hawaii Department of Health website http://health.hawaii.gov/opppd/proposed-changes-to-department-of-health-administrative-rules-title-11/ or on the Lieutenant Governor’s website http://ltgov.hawaii.gov/the-office/administrative-rules/proposed-changes/ .

Via email, free of charge, by making a request to the DOH at Sharyn.ganigan@doh.hawaii.gov .

In person, free of charge by making a request to the DOH at the Alcohol and Drug Abuse Division, 601 Kamokila Blvd., Room 360, Kapolei, Hawaii 96707 between 8:00 a.m. to 4:00 p.m., Monday through Friday, excluding State holidays.

Via hard copy if a request is made to the DOH at Sharyn.ganigan@doh.hawaii.gov and prepayment of $3.00 is received for coping and postage fees.
