Responsible for the formulation, preparation and maintenance of the operating budget and related budget documents including fiscal records for this special fund.

Assists administrators and their staffs in developing budget estimates for distribution and payouts to recipients. Reports on the approved budget allocations and directs the establishment and maintenance of accounting controls for its execution. Directs the maintenance of accounting records; supervises the preparation of financial statements and various other recurring and special financial reports related to the disaster.

Assists management by analyzing, interpreting and explaining the program implications of the accounting data that are disaster-related. Also participates in the presentation of the data and its budget to interested parties. This can involve attending departmental budget conferences and serving as a resource person during legislative hearings.

Provide liaison between the Governor’s Office, State Legislature and the Hawaii Emergency Management Agency.

Attend all meetings regarding the planning, programming, and execution of funds.

Travel to Kauai and East Oahu areas affected by disaster to attend community meetings held during the evening to answer concerns of residents.

Qualifications: Extensive experience in State of Hawaii government budget development and execution. This experience shall include a working knowledge of the fiscal operations of a large department in the state government and the software tools utilized for developing its budget.

Salary: Up to $75,000/year, depending on qualifications and available funds.
